The controversy continues in Bogotá for modernization of Line 123

Colombia. As revealed to the local news CM& the Deputy Financial Manager of the Surveillance and Security Fund of the District, Jairo Osorio, the ETB changed the requirements for international companies to participate in the multimillion-dollar modernization of line 123, and excluded the geolocation of cell phones, which would result in the hiring of a "kind of obsolete call center".

"When the 0561 agreement was signed, a technical annex was incorporated into the Secop (Electronic System of Public Procurement) to have a Line similar to 911 of the United States, a technical and modern platform. On 12 May, a single amendment was made and companies with a European code were allowed to participate in it. The mayor fought because that location will be incorporated, and so it was in the technical annex. But in the document that the ETB sent to the bidders, this requirement was excluded," Osorio said.

According to the official, this means that the invitation that the ETB was making ignored the Mayor's order and ignored the modernization that was intended to be done with the new single platform.

This document on page 21 excludes the location of mobile phone users and places it as an optional requirement, and says that the technical requirement is optional not subject to weighting or qualification.

"What causes us a lot of curiosity is that the ETB, who was the company that was in charge of inviting international companies to participate in the selection of the bidder for the implementation of the new platform, sent this document in which these entities are invited to participate, and was forced to pay clauses so that it was not leaked to the media. We are facing a mockery of the agreement that had been signed," said the Fund's Deputy Financial Manager.

"Only the firms Estrategia y Defensa SAS, and the firm Ingeniería y Telemática G&C SAS, were presented to the process, who for the FVS would be the winner because beforehand the ETB included requirements such as having tested this technology in cities with more than 8 million inhabitants and having installed more than 3 thousand cameras. In addition, in technical documents it refers to this company and its strategic partner Thales Mexico, as the firms that will determine the technical aspects of the new platform.

Osorio said that "I am perfectly clear that the ETB mocked the city and mocked the District Surveillance and Security Fund because we uploaded to the Secop a technical annex, which at no time was taken into account, and what was presented was an old platform."

"Hiring and hiring is directed. As long as I am the computer of the expenditure, not a single peso will be turned to that agreement because silver that goes there, for the ETB, is silver that is lost, "he concluded. 

The contract would amount to more than 247 billion pesos. The queen test is in the hands of several control bodies.
