Colombia. The Comptroller of Bogotá said that the investment for the installation of the surveillance system in 192 schools in Bogotá amounted to 16,196 million pesos, more than 9 million dollars.
Three years after the Surveillance and Security Fund and the Ministry of Education signed this agreement, the cameras have not yet been installed in 92 schools and most of the resources have already been disbursed. This project sought to strengthen security in official schools.
Of the total of 16,196 million pesos, 15,797 million were contributed by the Ministry of Education and the remaining 400 million by the Surveillance and Security Fund.
By school, an investment of 84 million pesos was estimated; but as of July 31, 2012, the system has only been installed in 100 schools and payments already reach a value of $ 11,378.5 million (70.25%), so that for the remaining 92 schools, only $ 4,817 million is available, according to what the comptroller says.
The investigators also detected irregularities such as some cost overruns of 1,875 million pesos in the purchase of the equipment and the adulteration of the import declarations. Additionally, the Comptroller's Office denounced that the cameras have no connection with the Police, as had been thought.
