After a long process of elaboration, the Council of Ministers has made public the first National Security Strategy entitled: "Spanish Security Strategy. A responsibility of all" [PDF].The security policy will be based on six basic concepts (Chapter 1):
Comprehensive approach to the various dimensions of security. Coordination between public administrations and with society. Efficiency in the use of resources. Anticipation and prevention of threats and risks. Resilience and recovery of systems and instruments. Responsible interdependence with our partners and allies. This document constitutes a milestone in the history of thinking and strategic planning in our nation. This strategy of the highest political level surpasses the model followed to date, in which the strategic documents of reference were of a departmental nature, prepared by those ministries most involved in security issues, such as the Ministry of Defense.To carry out a brief analysis of the contents and peculiarities of our strategy, this document (PDF published by the Spanish Institute of Strategic Studies) uses the comparative method, so that an approach is made to the equivalent documents of the United States, the United Kingdom, NATO and the European Union.
