Vicente López se convierte en ‘smart city’ gracias a la tecnología de video

Argentina. The municipality is moving towards its goal of being a smart city with data-driven video technology software and cameras that improve the response of authorities and optimize transportation.

This was announced by Milestone Systems, which highlighted the successful implementation of its solutions in Vicente López, province of Buenos Aires, which have allowed local authorities to significantly improve response times in law enforcement, traffic management and emergency management.

Since 2012, the municipality has been implementing video surveillance systems. However, since 2020, they decided to take this initiative a step further by incorporating data-driven video technology to strengthen the city's operations.

The previous system was becoming obsolete, as it only had 120 cameras managed by different video management platforms, making it difficult for law enforcement to respond quickly.

To solve these problems, an open-platform VMS and advanced cameras were required. The VMS centralized data from remote locations and integrated numerous
cameras, sensors and analytics.

Scalable surveillance
The municipality of Vicente López implemented the XProtect Corporate Video Management System (VMS) from Milestone Systems. This video management software provides
An end-to-end solution for centralized monitoring, analysis, and management of real-time video data.

In addition, it incorporated XProtect Rapid REVIEW, a forensic video analytics solution that enables rapid review, search, and analysis of video data.

In addition, high-quality cameras powered by Artificial Intelligence (AI) from the Hanwha Vision brand were deployed, including models such as the PNV-A9081R, XNP-6400R and PNM-9085RQZ1.

These cameras offer a wide field of view and produce crisp and clear high-resolution images, filtering out irrelevant triggers to focus solely on people, objects or vehicles, generating only the events that authorities need to see to conduct effective forensic searches and improve operational efficiency, thus enabling effective surveillance of key areas of the city.

In addition, to ensure the scalability and availability of video data, a cloud storage solution was implemented through Amazon Web Services (AWS). This strategy made it possible to manage the large amount of data and high-resolution images generated by the city-wide security system safely and efficiently.

Digital transformation
Thanks to this investment, the authorities were able to implement the "Digital Ring", an initiative that uses license plate recognition (LPR) technology to identify vehicles and detect possible crimes.

"Almost one million vehicles circulate every day on the Pan-American Highway, thanks to LPR's analysis, we are creating watchlists to analyze crimes quickly, since we now have fast and parameterized search functions and we can filter by vehicle size, color and other characteristics," said Santiago De Jesús, Secretary of Security of the Municipality of Vicente López.

Similarly, the authorities designed the "Safe Points" strategy, an innovative measure, which consisted of the installation on public roads of totems equipped with cameras and intercoms, allowing citizens to establish direct contact with the Urban Surveillance Center through an emergency button. These points are designed to assist both in cases of insecurity and in medical emergencies, coordinating the response of patrol cars, Civil Defense and Firefighters.

"The implementation of video analytics, including license plate recognition of
vehicles (LPR) and behaviors to detect loitering, stampedes and crowds, has allowed the authorities to move from a reactive security system to a proactive one," concluded De Jesús.
