There are no longer isolated threats; We live in the era of hybrid threats. An attack on critical infrastructure can start with a cybersecurity failure, be fueled by disinformation in international relations, and culminate in a public safety incident.
The Problem: The Fragmentation of the Response
The main mistake of today's organizations is to try to solve problems of the 21st century with structures of the 20th century. Often, the intelligence areas do not communicate with those of private security, or the legal framework is not aligned with the advances of modern criminology.
