The Directorate of the Medical Emergency System (SEM), attached to the Ministry of Health of El Salvador, strengthened its technological infrastructure with the modernization of its video surveillance system, through the implementation of a solution based on artificial intelligence and advanced video analytics.

The project, executed in April 2024, included the comprehensive update of the security systems at the SEM headquarters and its helioport, considered critical points for the logistical operation and coordination of emergencies in the country.
The solution was developed by Bolide Technology Group, in conjunction with integrator Radiocom and distributor Dynamic.
Responding to new operational requirements
As a hub for medical care and coordination, EMS faced the need to modernize its security system to meet new operational demands. Among the main challenges were the updating of the existing infrastructure, the strengthening of access control and the monitoring of critical areas, as well as the incorporation of advanced analytics tools for the prevention and management of incidents.
Infrastructure with real-time analytics
The implemented solution included the installation of 70 high-resolution IP cameras (5MP and 4K), as well as network video recorders (NVRs) with storage capacity for several months. The system is complemented by a scalable video management platform (VMS), designed to operate without additional licensing costs.
One of the most relevant aspects of the project is the incorporation of artificial intelligence analytics at the edge, which allows information to be processed in real time without depending on external servers.
Among the outstanding functionalities are facial recognition for access control, vehicle license plate recognition (LPR), heat maps to analyze mobility patterns and behavioral analysis tools for event detection.
Impact on safety and operation
With the implementation of this system, the SEM was able to improve the supervision of its facilities and strengthen security in strategic areas. In addition, the solution provides high-resolution visual evidence for audit and investigation processes.
The use of advanced analytics has also contributed to optimizing the flow of people within the facilities, facilitating operational decision-making and improving efficiency in daily management.
In addition, the implemented platform offers scalability capabilities, which will allow SEM to expand the system in the future without incurring additional licensing costs.
A model for critical infrastructure
This case reflects the growing adoption of smart video surveillance technologies in the healthcare sector and in critical infrastructures, where security and operational efficiency are key factors.
The modernization of the SEM system is positioned as a benchmark in the region in the integration of artificial intelligence applied to the management of medical emergencies, marking a breakthrough in the digital transformation of public services in El Salvador.
