Ecuador. Last February, On Track Innovations Ltd (OTI), a provider of smart card solutions with microprocessors for national security, payments, eID Systems and others, was chosen by Ecuador to implement a pilot project for national electronic identifications.The project includes the issuance of new electronic cards with biometrics and other public certificates (birth, marriage, death) for Ecuadorian citizens. OTI's investment for the initial stage is US$4 million with shipments scheduled for the first half of 2009.
The project includes the provision of fixed and mobile stations for data registration, the creation of a central register and the issuance of secure contactless identification cards. The solution also incorporates a biometric fingerprint identification system that detects and prevents multiple registration attempts.
