Uruguay promotes security from a neighborhood community

The resident of Lagos de Carrasco invested in an innovative video surveillance system to improve security ratings and guarantee the feeling of tranquility of its inhabitants.

As in several cities of the world, in Montevideo there is the figure of  semi-private or semi-closed neighborhoods, they are those citadels or residential complexes where the streets are municipal and freely accessible, but your community acquires the possibility of hiring additional services for the neighborhood, for example that of private security. 

This is the case of a picturesque neighborhood located east of Montevideo, distinguished by its houses on the shore of the lakes, which baptize this area of the Uruguayan capital: Lagos de Carrasco.

Since the first real estate projects in Lagos de Carrasco, both physical security and electronic security have been a topic of special interest to its residents; However, a couple of years ago and in line with the growth of the neighborhood, the community of neighbors decided to invest in the update of its video surveillance system. 

Given the conditions of the neighborhood (two islands of about 600 and 800 meters in length) factors such as humidity, electrical records and difficulties derived from the extension of the wiring, deteriorated the analogous system they had installed, harming both the quality of the images and the stability of the system in general. 

"Given that panorama, we proposed the installation of an IP system, based on some points with power and wireless connection that covered both islands, in addition to the acquisition of new cameras and a video management system at the height of the project," explains Juan Martín González, commercial director of Foxsys, a company that had already been providing the maintenance service to the previous system and that executed this modernization project. 

Lagos de Carrasco dresses up in new technology 
The cameras of the previous system, which had about 5 years of use, were removed and changed by about 34 IP cameras from the manufacturers Hikivision (DS-2CD2042WD-I) and Arecont Vision (AV12275DN-08).

"Now we have bullet cameras of 4 megapixel fixed lens and variable lens for access; we also have omnidirectional cameras that have 4 sensors of 3 mega pixels each, with different lens lenses for different applications, "says Juan González. 

Now, with the aim of combining all these technologies and their new functions, the video management system chosen was the XProtect Professional 2017 R 1 from Milestone Systems. 

This system accepts an adequate management of events and alarms, allows the system to draw virtual lines with the algorithms of the HK cameras in the most remote and vulnerable places of entry to the neighborhood, in this way if that virtual line is crossed in the early morning hours, the system detects it as an alarm event.

For Juan González, another fundamental point is the management of the bandwidth granted by the software, "since all the cameras are IP and we have double monitoring, it is a great challenge to work with the restriction in the bandwidth, the XProtect Professional allowed us to optimize it, lower the consumption of the visualization in real time and maintain the best possible resolution of the recording". 

One monitoring is done from the neighborhood surveillance location, the other is done remotely from the headquarters of BLITZ, the physical security company.  

Precisely Jaime Marques, director of the company BLITZ and in charge of the security of Lagos de Carrasco, adds that although the systems implemented in the past were not of poor quality, they demanded an extremely complex task for the operator, "with the implementation of the Milestone Systems software we were able to optimize the concentration of CCTV personnel, to assess in a timely manner the different incidents and to rate at the moment the seriousness of the same; in addition, it is now possible to carry out preliminary analyses to prevent criminal acts by identifying people or actions." 

As for the surveillance personnel, after receiving an initial training of one hour and thanks to the intuitive interface of the software, "we have not had to review any concept with the operators, despite the fact that they did not have a greater previous context and that the system is divided into two levels of permits, one managed and one of basic operator", said Juan González. 

The project continues 
This initial investment is part of the first stage of the three that are planned for the Lagos de Carrasco project, another stage includes the expansion towards the outermost perimeter of the neighborhood (west). 

"That is a complicated area because there have been on some occasions intrusions in that sector, it has great technical challenges because it is an area of a lot of vegetation and precarious conditions in terms of security," explains González.

The possibility of adding an additional 20 or 25 cameras is also contemplated. 

In the same way as the first stage, stage three includes optimizing the different analytics by Milestone Systems, "such as loitering analytics, identifying permanences in certain restricted areas and generating events from there; in addition to license plate recognition analytics, to somehow alert when there is a license plate at the entrances of the neighborhood that does not belong to any of the owners, that is where we want to evolve, "concludes Juan. 

The project 
The challenge: Install a video surveillance system that guarantees the highest levels of security for a neighborhood, spread over two islands, and its inhabitants. 

The solution: Implementation of Milestone Systems' XProtect Professional 2017 R 1 video management software to manage the new technologies that were installed in the neighborhood.  

The advantages: 
The video management software features a suitable alarm panel and integrated mapping. 
The system is easy to use for operators, a fundamental contribution to anticipate incidents.
