Comptroller will make special audit by video cameras

The State Comptroller's Office will carry out a special audit for the purchase of surveillance video cameras for security, which were acquired with the credit authorized by the State Congress for 1,500 million pesos, as indicated in an official letter sent to the Legislature on November 29. The above, after the deputies requested the intervention of the state agency, before the indications of irregularities in the acquisition made by the Executive.

Through the official letter DGJ-DASTP-2560/2011, which entered the plenary session of Congress through the list of communications in the session of last Thursday (addressed to the Secretary General, José Manuel Correa Ceseña), it is established that "in relation to the indication of various deputies, on the alleged irregularities of the acquisition of goods and services of 654 video surveillance cameras and their operation, I inform you that this Office of the Comptroller of the State has initiated an ex officio investigation in this regard." The document is signed by the former head of the agency, María del Carmen Mendoza.

On September 27, the president of the Public Security Commission of Congress, Sergio Chávez Dávalos, reported that the state government had also denied deputies information about the purchase of the video cameras, despite the fact that there was a commitment, when the loan was approved, to deliver it. In any case, the legislator requested the appearance of the secretaries of Government —at that time, Fernando Guzmán Pérez Peláez—, and of Administration, Ricardo Serrano Leyzaola.

Chávez Dávalos said that all the information that the Ministry of Government has sent them has been in general terms and not about each purchase that has been made, as had been agreed.

In documents that have been made public, the Government Secretariat informs the deputies of the amount that is being exercised in each of the items of the credit, but not the particular destination that is given or the purchase processes.

MILENIO JALISCO announced that the government of Jalisco bought the cameras 159 percent more expensive than the municipality of San Pedro Garza García, Nuevo León, even though the specifications are the same.

According to the information that has been released, the state government spent 470 million pesos on the purchase, installation and operation of 654 video surveillance cameras that were installed in the municipalities of Guadalajara, Zapopan, San Pedro Tlaquepaque, Tonalá, Tlajomulco de Zúñiga and El Salto. For its part, the government of San Pedro Garza García invested 408 million pesos and managed to place 1,472 devices.

The City Council of San Pedro Tlaquepaque formally requested the information from the Ministry of Government, but it was denied. Nor was it provided through transparency, on the grounds that it had been classified as "reserved" (MILENIO JALISCO, December 13, 2011).

The SSP endorses the matter to Administration

The Secretary of Public Security, Luis Carlos Nájera, denied having denied information regarding the acquisition of video surveillance equipment, because the agency in his charge only manages the equipment and is not in charge of acquiring it.

In an interview with MILENIO RADIO, the state official stressed that it was not the Ministry of Security that decided to classify the data referring to the acquisition of the video cameras that would be installed in the metropolitan area of Guadalajara: "I do not make the purchases, the Secretariat of Public Security [SSP] does not make the purchases. Here, in the state government, purchases are made by the Secretariat of Administration."

However, in the documentation he delivered to the mayor of Tlaquepaque, Miguel Castro, he does not refer to it and, however, he did break down the purchase of the rest of the equipment acquired for the agency.

Nájera criticized the president of the Transparency Institute, Jorge Gutiérrez Reynaga, who he said was a friend of Miguel Castro, allowed him to violate the law by accepting that he has delivered the request for detailed information on the credit of 1,500 million pesos for security as a public official and not as a citizen: "Jorge Gutiérrez has the obligation to comply with the law and passes it through the arc of triumph."

Of Miguel Castro, he said that he diverts public resources, by using official stationery to request the information that as a citizen he should have requested and by entrusting his head of the Transparency area, Miguel Navarro, to take charge of the issue. In addition, he demanded that the mayor send, as soon as possible, to the monitoring center the elements of the Tlaquepaque Police necessary to take charge of the management of the cameras installed in his municipality: "We have sent him offices and people do not send us to the police center, we have the offices of received here."
