20/04/2012. The Legislature unanimously approved a new State Law on Private Security in order to empower the State to use companies of personal protection, surveillance of real estate or transfer of values to the business sector of Chihuahua to help combat crime.
According to figures from the federal Ministry of Public Security, at the end of last year there were only one thousand 71 people who were duly identified before the authority to offer private security services in this entity, at a cost of 23 million 912 thousand pesos per year for individuals.
Legislator Francisco Salcido, initiator of the proposal approved unanimously by the political forces, indicated that the document offers answers to the concerns that other legislators presented about the fact that security companies had been appearing without control of the authority.
And it is that as a result of the high incidence of robberies in the municipalities of the entity it was observed that private security companies quintupled their workforce to respond to the high demand for services such as the protection of people or goods against the onslaught of crime.
It was also taken into account that in the entity there are only 3 police officers for the protection of every 100 thousand inhabitants, which is why the Chihuahua authorities are now empowered to use the human resources of these companies to help fight crime.

Currently it is estimated that there are about 6,000 elements that have official registration with public security corporations, which represent half of the personnel of the companies that in recent months appeared to take advantage of the business opportunity generated by the uptick in crime.
Given that the entity has identified that the percentage would exceed 50% of companies working from anonymity, Lozoya reported that the new legislation will force service providers with federal authorization to request their registration with the Attorney General's Office of Chihuahua.
The goal is to provide private security services with the necessary legal certainty in order to rule out the infiltration of criminal organizations, also increasing the benefits for those who are dedicated to the provision of services, employers or employees, improving their working conditions.
And it is that the State Registry of Companies, Personnel, Armaments and Private Security Equipment will be created, which will be a system of consultation and collection of information integrated by a database provided by the service provider, its operational personnel and the competent authorities, destined to the supervision, control, surveillance and evaluation of the service providers, including personnel holding managerial and operational positions, as well as as assigned armaments and equipment.
The Prosecutor's Office will issue identification cards of the operational personnel, upon payment of the fees, which will be mandatory and non-transferable and will be valid until the end of the corresponding fiscal year, and must contain the name of the service provider, name of the operational personnel, registration code, unique permanent identification code and modality of the service to be provided.
Operational personnel carrying firearms, in addition to complying with the requirements and obligations established in the Law, must comply with the provisions of the Federal Law on Firearms and Explosives and its Regulations.
"Likewise, this legislation offers us the certainty that private security personnel will have the necessary preparation to face antisocial behavior, within the framework of their responsibility, rather than remaining only as elements with the sole responsibility of keeping track of the entry and exit of vehicles or people in companies," Lozoya concluded.
