03/08/2011. With the aim of enriching public policies against the insecurity and violence facing the country, the National Autonomous University of Mexico (UNAM) will send 30 recommendations on the subject to the three branches of the Union and to state governments.
As a result of the International Congress on Security and Justice in Democracy – organized by the institution and held last June – a commission of university students elaborated a series of postulates that are based on the conclusions of that meeting, in which it was demanded, among others, the exit of the Army from security work, attack the economic coffers of organized crime fighting money laundering, the training of state security corporations, promoting more opportunities for youth and better salaries for uniformed personnel.
Jorge Carpizo, researcher emeritus of the UNAM and who chaired the drafting commission, reported that it is a document not only of and for university students, but for society as a whole, so he trusted that civil society movements adhere to it.
The 30 recommendations, which will be announced next Monday, August 8, represent the proposal of security in democracy of the UNAM for the three levels of government and specific commitments for the institution, said the also president of the Ibero-American Institute of Constitutional Law, after participating in the unveiling of the plaque that bears his name in the postgraduate unit of the Faculty of Law of the maximum house of studies, act headed by the rector José Narro and attended among others Rubén Bonifaz.
"We are not only going to make recommendations to the three federal branches, but also to the governors; but something very important, the National University is going to make commitments to society to collaborate. It is a document of collaboration so that all together we can help, to the extent of our possibilities, in this very serious problem of insecurity that the country is experiencing. This conflict has to be resolved in a democracy, (so) it is not admitted, for any reason, that illicit acts are combated by committing other crimes."
The drafting committee was also composed of researchers Sergio García Ramírez, Luis Raúl González Pérez (attorney general of the UNAM), Luis de la Barreda, Ernesto López Portillo and Guillermo Silva, who in addition to preparing the project derived from the security forum, will verify every six months the progress in the fulfillment of the objectives and the implementation of the recommended actions.
Carpizo, former Attorney General of the Republic, mentioned that the 30 recommendations are based on the conclusions of the international congress – in which 88 speakers from various countries participated – among which are points such as the fact that an effective security policy is 100 percent compatible with the protection of human rights and the imperative need for military forces to return to their barracks. because they are not instructed for security work.
Consider drug addiction as a disease, deepen the fight against money laundering, provide constitutional autonomy to the institutions of procuration and administration of justice, promote accountability, counteract impunity and corruption, abandon security policy with a police vision and address it as human security, expand the possibilities for young people, among others, were other results on which the exhortations that will be released on Monday are based.
