The convergence of security in the Medellín Control Center
Can you imagine in one place seeing police, military, air force, judicial investigators, firefighters, disaster and emergency personnel, representatives of health agencies, mobility and psychologists work together?
In the city of Medellín it is possible to see all these entities integrated and working for the same purpose: to protect citizens. This work is done in the Integrated Emergency and Metropolitan Security System (SIES – M).
This systemic strategy was designed in order to optimize resources, maximize the opportunity of services provided to citizens in security and emergency situations, enhance the fight against crime and support justice, through the use of technological, administrative, operational and training tools.
"The SIES is a system where several entities from service to security and emergencies interact that work together subject to protocols with shared communication and computer elements that allow a reaction or an immediate decision to be made on several institutions," explains Ricardo Salgado, manager of the Urban Security Company, ESU.
The SIES – M is the modern control center of Medellín, which provides monitoring to the city through the integration of several security systems, composed of:
CCTV with Axis IP cameras. Initially around 350 cameras are connected to the brain that processes information. In December the figure will multiply. There will be 1,500 eyes that will monitor the citizens.
"The selection process of the security cameras was long since the ESU was testing not only IP cameras but also Encoders to install them in the analog cameras that Medellín has. It was six months in tests with different manufacturers although the process of questions and answers by ESU and the preparation of specifications took about two years. In the end we learned that they took into account two great characteristics to choose the cameras: stability of the products and good management of bandwidths of both the cameras and the encoders, "explained Luis Alberto Delgado, Regional Sales Manager, South America North of Axis Communications.
* The monitoring of these cameras is by means of a modern video wall display system, with screens of 70 inches each (Eight columns, two rows of screens).
* Genetec Omnicast management software.
* Fire detection system from Gamawell by Honeywell. Integration with community alarm systems with more than 700 units.
* Access control system, Synergis by Genetec.
* Automatic vehicle location system for control of patrols, motorcycles, ambulances, fire trucks, etc.
The integrated systems of the SIES-M, aim to respond at any time and place calls and messages made by citizens from any device, in order to take advantage of the full potential of the emergency center, and allow the integrated operation of emergency services, in addition to preserving and protecting human life.
"From the SIES - M the monitoring of the security schemes of Medellín is focused, however, in each police station we continue with the monitoring of the security cameras, only now we have total control and we will be able to maximize resources," says Ricardo Salgado, manager of the Urban Security Company, ESU.
The Company for Urban Security - ESU, is an industrial and commercial company of the state, dedicated to logistics for security and citizen coexistence, as well as the design, integration and commercialization of projects, technological solutions and security systems, aimed at supporting public policies of citizen security.
The SIES-M is also an avant-garde project, of aesthetics and futuristic architecture with a high technological component made in Medellín, which has "LEED" (Leadership in Energy and Environmental Design) characteristics.
Characteristic of projects that have conditions such as:
* Modern design with energy saving systems
* Environmentally friendly materials (non-polluting)
* Ergonomics in workspaces
* Adequate noise and vibration levels
* Aesthetics of office design, among others
According to David Vieira Mejía, commercial and logistics director of the ESU, "the main advantage of the system is prevention, since you can make risk maps, projections, improve indicators and with the teamwork of all agencies and entities the government can make decisions in real time."
In the guided tour of the SIES-M we had the opportunity to interview Ricardo Salgado, manager of the Urban Security Company, ESU, a company that manages the SIES-M.
Ricardo Salgado is a retired colonel in the National Police, where he served for 26 years. Thanks to his work with the security forces, he gained experience and then became a lawyer and a specialist in criminal law.
For several years he has been part of study groups through the Medellín ConSentido Corporation where they work on city issues in which he was coordinator of the Security Tables and then was appointed by the Mayor of the city of Medellín as Manager of the ESU.
Q/: What criteria did you have for choosing security systems and how are the systems composed?
R/: "We mainly wanted state-of-the-art technology and we saw for example in axis IP cameras that this feature was fully met, in addition to which we saw it necessary to start the transition from analog cameras to IP technology. We have the best brands in the SIES, which ensures that the city is protected and prepared to comply in the event of an emergency."
Q/: Can you give us crime reduction statistics in the city with the implementation of SIES?
R/: "Thanks to the SIES, the city of Medellín is prepared for any emergency situation, we believe that we have good conditions to attend to security eventualities with all the entities working together, and that is evidenced in the decrease in crime and in the integral protection of the citizen, for example:
* Reduction of 47.8% in crime events (homicides) perceived by the cameras, attended by the SIES
* 16% reduction in car theft
* 100% reduction in terrorism events. It should be clarified that it is 100% because last year in the city there was an event of terrorism, so far in 2012 none has occurred.
With this we are complying with the slogan of the Mayor's Office "Medellín a home for life". At SIES we are working to make that a reality."
In this project, the Mayor's Office of Medellín made an investment of more than $ 26,000 million and is making Medellín a city with cutting-edge technology at the service of the community that will contribute to improving the perception of security of its inhabitants.
