Alas México: Commitment and dedication in a dynamic and changing market

altDear colleagues and members of the Security industry,

The Security Sector has taken on great importance in recent times, the reasons are many: political, economic, social, etc. Every day in one way or another we talk about "security" in our lives.


The Sector has matured precisely because as a society, we have faced an increase in violence and organized crime; with which, we need to make an analysis of risks and act in the points where we can reduce them in everyday life.

To achieve this, different mechanisms are required that allow us to achieve this objective as Security Personnel and / or support teams to it. The option that is used, must have the training, procedures of action, as well as the latest technology.

It is here, where the industry has to pay special attention to be able to meet the requirements that society and the market currently demand of us.

The Latin American Security Association, ALAS, has very clear objectives that we are constantly working on; among them, the professionalization of the Sector in the field of Electronic Security stands out.

The Association is made up of manufacturers, distributors, integrators of security solutions, contractors and installers, however we need to include more end users, who are at the end of the road those who require the products and services of all our associates.

They are the fundamental piece for our Sector; but sometimes they are the ones who have the least knowledge of what they are buying and hiring. So you have to work with them, as a team in the professionalization of the entire Sector in general.

In ALAS Mexico we are following up on the primary objectives that we define in this administration. These are:

1.- Certification of the courses of the Association before the Ministry of Labor and Social Welfare.
2.- Creation of Working Commissions to promote the growth of the Chapter.
3.- Approach with associations related to WINGS, with the aim of supporting us and achieving more with less effort.
4.- Positioning of the Chapter before the companies of the Security Sector in general and the media.
5.- The inclusion of end users to the WINGS membership
6.- The dissemination of the legal regulations on Private Security among the WINGS partners.
I maintain the commitment of ALAS, to raise the level of the Sector through our training courses in electronic security and project management. We require you to join efforts in favor of the industry, so we invite you to actively participate in our Association.

The Mexican industry committed to the Federal Law on Private Security

Mexico. On October 17, 2011, the latest reform of the Federal Private Security Law was presented, and since then, the Latin American Security Association (ALAS) has been concerned with keeping companies in the electronic security industry in Mexico informed of everything that happens around this Law, in addition to being a means of support for doubts,   concerns and promote compliance.

Javier Fernandez, president of ALAS Mexico, explains that for Mexican companies, the Federal Law has been a novel issue because previously, although it already existed, the sector had not been fully involved as the October 2011 reform does.

In principle, this law was elaborated and published by the Mexican Authority seeking mainly the regularization, registration and control of the companies of Guards and Escorts, however, over the years, this has been extended to companies of other branches of Security until it is applied to companies that attend aspects of electronic security.

"...For example, the Law says that all companies that are dedicated to the monitoring of alarms, CCTV, access control, regardless of whether they are manufacturers, integrators, distributors, have to register with the Ministry of Public Security and comply with the aforementioned provision," explains Javier Fernandez.

What is the Federal Private Security Law?

The Federal Law on Private Security consists of the establishment of the legal framework that governs companies that provide private security services in more than two states in Mexico. The law contains:

• Concepts
• Indicates who falls under its regulatory framework
• Powers of the authorities
• National Registry of Private Security Companies
• Authorization, revalidation and modification of the permit to operate
• Registration requirements
• Obligations
• Verification visits
• Security measures
• Penalties
• Means of challenge

In addition, the Federal Law is all those legal provisions, regulations and regulations on private security that the Authority in Mexico has stipulated and published and that must be complied with by any company that is related to aspects of Private Security.

The regulations on private security apply to the following types of electronic private security:

*Alarm and electronic monitoring services:
*Installation of alarm systems
*Receive and Manage signals sent to monitoring centers
* Give notice to authorities, users and borrowers
* Activity Linked to private security services (garments with ballistic protection, CCTV, GPS, Access controls, electric fences)
*Directly or indirectly
*Installation of specialized technical equipment, devices, appliances, systems or procedures
* Marketing of specialized equipment, devices, apparatus, systems or technical procedures
* Information security
* Prevention and responsibilities system


The role of the Association

"We see at the moment that Mexican electronic security companies have taken advantage of the Law, more reactively than proactively, that is, they see it more as an obligation than as a commitment, either for fear of being closed or for lack of information," says Fernandez.

Therefore, ALAS has carried out and continues to program several Forums to adequately inform partners about this Law:
* How it conforms
* What we must comply with
* How we should act

This issue has become so relevant to the electronic security industry, that ALAS hired the services of a law firm to prepare a document that explains to the partners how to comply with this Law and what to do in case of having verification visits from the Authority.


The manual is composed of two parts:

The Theoretical summarizes the main elements of the Federal Law and is explained in simple language so that it is easy to understand for all entrepreneurs in the industry regardless of the market.

The practical part focuses on what companies must do to comply with the Law, what steps they must follow and how they should proceed in case the Authority requests an inspection.

Since the completion of the Theoretical and Practical Manual of the Private Security Law in Mexico, conferences have been held for the law firm of the Association to explain directly to the industry all the elements to comply with it:

"We know that there are many doubts, but we continue working as an Association to get the best speakers and advisors on this issue so that it is explained in the best way by the members of ALAS," says Javier Fernandez.

ALAS Mexico has also had approaches with the authorities of the General Directorate of Private Security belonging to the Federal Secretariat of Public Security (SSP), to have joint meetings with the partners of ALAS Mexico and mutually promote registration and thus compliance with the Law.

Future impacts of this Law

Companies in our industry in Mexico must comply with the Law. Whoever does not comply, will be closed.

But to achieve better law performance, ALAS Mexico will work with the Authority to clearly state the points of over-regulation for our industry. The relevant entities are in the best position to listen and work together on these issues so that both the Law and the industry finally comply with the objective and illegal companies leave the market and unfair competition is eliminated.

In short, the importance that this Law has taken in the last year, has made ALAS Mexico focused on talking about it in all the events organized by the Association and has also been concerned with developing a manual that provides the guidelines to comply with it as an added value to the partners promoting compliance and working hand in hand with the Authority to have a more committed industry.
