Argentina. The municipality of Perico, under the leadership of its Mayor Lic. Luciano Demarco, launched the Integral system for the assistance of victims due to gender of SoftGuard, becoming the first municipality in the province of Jujuy to have its own system and with apps of anti-panic buttons tailored to its public policies.
On September 9 in the hall of the mayors of the Municipality of Perico, the head of the women's department Rebeca Torres held an important meeting with the members of the "Damas de Hierro" Foundation that are based in the city.
The "Damas de Hierro" Foundation works in the province with different activities for the containment of young people in a state of vulnerability.
In this regard, Torres commented "we met with the LGTBIQ collective where we coordinate actions and public policies within the Iron Ladies Foundation. It is a group of approximately 16 women who are forming its legal personality. We as a municipality want to complement it and begin to articulate actions and decisions so that they have a policy of equality."
He added that on the mobile phone of each of these women was installed the anti-panic button App that the municipality is working on as a pilot test in a project that is being carried out together with the company SoftGuard and its team in charge of the "Safe Municipality" program.
"It is very possible that next week the agreement for the installation of the anti-panic button will be signed in the different organizations and institutions of the city. In addition, this tool will be provided to those who suffer from gender violence," added Rebeca Torres.
"Safe Municipality" Program
His advisor and manager, Sergio M. Gutierrez, gave us some details of the system for helping victims of gender-based violence.
The system complies with the four main axes of the National Plan 2020-22
Axis 1. Prevention
Axis 2. Comprehensive Assistance and Approach
Axis 3. Protection and strengthening of access to justice
Axis 4. Information management, transparency and monitoring
How does it work?
The Integral System for the assistance of victims on gender and LGBTI+ reasons has as its protagonist its powerful platform that generates all the necessary data to work together with the new Integrated System of Cases of Gender-Based Violence (SICVG). It contemplates all the necessary tools for the assistance to the victims in case of ALERT sent, follow-up and centralization of data coming from the different areas involved as their actors and attention centers.
What tools does it provide?
Among so many options, you can configure the Off/Power button for sending an emergency, avoiding that the victim does not have to open the application, it will always be in the background and will be activated only in case of sending an alert. Once the alert is sent, the application allows the ambient audio to be sent to the monitoring center for better information about what is happening in real time, which in turn, allows material to be given when it comes to judicial support to the victims.
How do the teams of the municipality work in the real prevention?
The app allows you to send an sms or notification to those responsible for the work teams for a quick coordination of assistance to the victim.
The advanced video function will allow the victim to send an image of the development of the emergency from the smartphone camera, allowing the aggressor to testify.
Can complaints be unified from different points?
The softguard central platform allows to have the entry of reports from different points allowing to have a centralization of the information whatever the operator that takes the complaint or situation, something very important when making the analysis for the teams of professionals who assist the victim.
How to work with all areas and actors of the scene?
The SmartPanics App can contain within its contact lists for emergency notification the first boarding staff, psychologist, social worker, urban guard. In this way all the actors involved can work together and in a coordinated manner at the same time of the event sent by the victim to be assisted quickly.
The heat map generated by the system allows online to have georeferenced events for case reports in a discriminated manner.
The system has a powerful CRM that facilitates the management of the neighbor and where the municipality can send push messages in real time to all people with a specific ALERT notice or individually to a single person to warn that they can withdraw a documentation or a shift to present themselves or information of judicial causes.
The images and videos they send along with the alerts are stored in the system with date and time, through different tools and programs has tried to give a response in the attention of victims of gender violence. Many municipalities, with different results have been able to carry out this arduous task of "Prevention" through technological tools such as applications, panic buttons, electronic anklets. All these tools worked together with the security and judicial forces of each municipality.
I believe that we are witnessing a paradigm shift with the new National Plan 2020-2022 where not only assistance is available in the first alert, but we work from all socio-economic areas where the victim develops his day to day.
Many times we have seen how the victims after being attacked, by court order had (and feared) to return to their homes where they continue to live with the aggressor due to non-economic independence or other reasons.
Due to this new horizon, SoftGuard through its tools of the "Safe Municipality" Program, responds to the new needs of citizens in accordance with the public policies generated by the states.
