Mexico. Axis Communications recently participated in the conference "Prevention of Money Laundering" in Casinos and Gaming Rooms that on the occasion of the implementation of the new Anti-Money Laundering Law took place on June 26 at the Spanish Chamber of Commerce.
The event had renowned speakers from the Gambling and Betting sector such as Sylvia Ramírez Jiménez, Director of Agreements of Codere Mexico, a Spanish company in the private gaming sector that has a presence in eight countries in Europe and America; Víctor Mora Godínez, General Director of Gambling Security Mexico; and Jorge Ortiz Torres, an expert in controlling agreements and regulations, as well as in the gaming and entertainment industry.
The integration into the field of gambling meant for Mexico as a member of the Financial Action Task Force (FATF), on the Prevention of Money Laundering and Financing of Terrorism, the absolute adherence to new laws so that the Mexican authorities issued a specific regulation and standardization to comply with the recommendations of the FATF.
It was on October 17, 2012 when it was published in the Official Gazette of the Federation, the Federal Law for the Prevention and Identification of Operations with Resources of Illicit Origin, where the obligations that financial and non-financial institutions must follow were clear, this considering the Gaming sector as vulnerable activities, so Casinos and Betting Centers are responsible for complying with these obligations in terms of Prevention of Money Laundering and Financing of Terrorism.
Obligations under the Law:
1. Identify and verify the identity of customers and users.
2. Identify customer activity or occupation (Business Relations).
3. Identification of beneficiaries.
4. Safeguard, protect, safeguard and prevent the destruction or concealment of the information collected.
5. Appoint to the SHCP a representative in charge of fulfilling the obligations.
"The need to obtain information through images, forces this sector to look for innovative solutions that can respond to the new regulations imposed by the SHCP, equipment with superior performance such as better image quality, advanced image compression using the h.264 protocol, image processing in adverse lighting conditions, use of intelligent technologies such as those already recognized and developed by Axis, are sought, such as the highly award-winning Lightfinder and the WDR-Dynamic Capture, with which it is possible to make the analysis of video intelligent in real time through specialized software, "said Arturo Arcos, Regional Manager for Axis Communications, during his speech at the conference.
He also said that "all these characteristics help with their use to current video surveillance technology and are future-proof, working both in the place or place where the client is, and in remote monitoring, detect early patterns of anomalous and criminal behavior with the intention of preventing the commission of misdemeanors and crimes, intrusions, terrorist acts and other situations that put at risk the integrity of the facilities, personnel, merchandise in custody, securities and other transactions authorized by the client".
Arturo Arcos also commented, "The interrelation and coordinated work between Casinos or Gaming Houses, public security forces, federal and government agencies, is today more than ever a reality with the use of advanced technologies that contribute to the detection of risks due to regulatory and regulatory non-compliance."
According to the new rules imposed by the SHCP, an access control to the properties with a full identification of the attendees is required, this becomes especially difficult if it is taken into account that a balance must be taken between the care and attention of customers who wish not to be disturbed, nor to be required with their identification to be able to access the different establishments, So Arcos added, "The laws include the facial identification of each client inside a casino (from 60 to 80 pixels in the width of the face), which not only serve this purpose but also for security within the property, since characteristics such as quality and sharpness of the image that are equally required are integrated. New storage formats and interaction with other intelligence applications will be indispensable to maintain the necessary balance between full compliance with the laws and good customer service," he concluded.
