Surveillance equipment supplier and video software manufacturer Optelecom will provide Temple's traffic management system, alongside its Siqura system for South Carolina.The Optelecom-NKF contract will deliver Temple and the fiber components of the Siqura 9000 series to support the Department of Transportation's expansion, which will cover rural areas of the state.

The network of traffic camera systems, automatic recorders and sensors provide real-time information on the evolution of traffic volume and speed, weather data and route evacuation information in the event of a hurricane.

The system also uses variable signalling technology (VMS) and links to a range of media outlets, such as the Internet and radio, to keep the public informed about road congestion and travel conditions. The collected data is transmitted to the traffic control center in Columbia, South Carolina, where operators monitor and react to situations by adjusting VMS alerts and notification to respond if necessary.
