Perimeter Protection for Critical Infrastructure in Mexico: A Comprehensive Approach for 2024.

In 2024, Mexico faces unprecedented security challenges, especially when it comes to critical infrastructure. Increasing organized crime activity and frequent security incidents call for a comprehensive protection strategy, with a particular focus on strengthening perimeters as the first lines of defense.

The political and security analysis provided by Raymundo Riva Palacio in his article "The Defeat of the President", published on June 2, 2023, is crucial to understanding this context. It criticizes the way President Andrés Manuel López Obrador has politicized national security and how this has contributed to a deterioration in public security. The author points out that, during López Obrador's term, intentional homicides exceeded the numbers recorded under the governments of Felipe Calderón and Enrique Peña Nieto, although López Obrador attributes this to a "bad legacy" from his predecessors.

Riva Palacio also highlights how López Obrador's security strategy has failed to effectively address the challenges of organized crime and violence. Initially, it was promised to stem the tide of violence within six months, but the reality has shown a continuous increase in crime rates, especially intentional homicides. This context underscores the need for a robust and multidimensional approach to the protection of critical infrastructures, where perimeter security plays a crucial role.

The Priority of Strengthening Perimeters
Given the delay or ineffectiveness of government responses and the adoption of the "hugs not bullets" strategy, it is critical that critical infrastructure, its equipment, processes or assets, have the ability to protect themselves. This involves the implementation of solid physical barriers capable of resisting and delaying intrusion attempts, providing sufficient time for an effective response. Perimeter protection becomes the first line of defense against both external and internal threats.

Optimizing Perimeter Security: Incorporating Delay Factors and ASTM Compliance: Meticulous planning and execution is essential to ensure the effectiveness of perimeter barriers. Barriers and perimeters must be designed not only to deter adversaries, but also to resist sophisticated attacks and provide an effective barrier against unauthorized entry. The implementation of robust metal enclosures, anti-impact barriers and concertina wire systems are recommended to increase the delay factor in the event of an intrusion.

It is crucial that these barriers comply with strict regulations, such as ASTM F2781, which ensure their effectiveness in situations of attempted forced entry and ballistic attacks. The integration of advanced technologies, such as intrusion detection systems and electronic surveillance, complements physical barriers, forming a comprehensive and cohesive security system. Compliance with international standards ensures that barriers are robust and capable of dealing with various threats.

Deterrence: another key element in perimeter protection

Deterrence plays a crucial role in perimeter protection. A visible and robust presence of security measures acts as a strong deterrent to potential intruders. Elements such as strategically configured knife obstacles, proper lighting, and clear signage are critical. Deterrence also includes effective management of the environment, keeping the perimeter and adjacent areas in a state of order and cleanliness, which sends a clear message of vigilance and control.

Importance of perimeter security expertise: avoiding the risks of improper recruitment: Selecting perimeter protection specialists with adequate expertise is crucial for the development and implementation of robust security systems. These professionals must have in-depth knowledge of security technologies, anti-terrorist design, CPTED, and specific security regulations for each sector. Their expertise is vital to integrating solutions that encompass all aspects of perimeter protection.


Infrastructure operators should seek the support of recognized specialists and proven expertise.

Keys to Effectiveness in Perimeter Protection of Critical Infrastructures
Understanding that the effectiveness of security systems in critical infrastructures depends on both their physical infrastructure and the readiness of personnel is critical. Comprehensive training of these professionals is essential for effective safety management. It is crucial that staff understand the importance of Crime Prevention through Environmental Design (CPTED) and develop specific protocols for managing large perimeter areas.

Immediate availability of spare parts, trained personnel, and tools is essential in managing inventories and equipment for urgent repairs. This ensures that any damage to the perimeter protection system is dealt with quickly, while maintaining the security of critical infrastructure.

A proper inventory is vital to prevent vulnerabilities and ensure that exploitable security breaches are not created. In addition, fast and efficient repairs are critical to controlling costs and avoiding major expenses in the long run, as well as ensuring ongoing compliance with current safety regulations and avoiding potential penalties.

In short, in Mexico's current context, marked by security challenges and shameful law enforcement inefficiency, the perimeter protection of critical infrastructure must be a priority. A comprehensive approach that encompasses everything from physical strength to staff preparation and training, complying with international regulations and focusing on deterrence and rapid response to contingencies, is essential to ensure the safety and resilience of these vital infrastructures.
